This only shows up early game when you aren't plopping schools, or if you don't plop a university as soon as it unlocks (still early game). It's not the high end jobs complaining, like offices, unless it's a not enough educated workers complaint, which means lack of schools. If a person needs a job they take the highest paying job (highest education level), so you end up with low jobs open complaining of lack of workers. If you get lack of workers, then your unemployment is too low, as the game wants around 5% unemployment, or it will start complaining of lack of workers at 4% or less of unemployment. You will only get lack of educated workers. And my city is growing about 80-150 constantly. I havent expanded it too much, in fact ive de-zoned some industrial stuff.
